 What Does a School Board Member Do?


The Board of Education is the official policy-making body of the East Rockaway UFSD.  The Board of Education is comprised of five school district residents who are elected by voters to three-year terms in the annual election held on the third Tuesday in May. The terms of office are staggered so that all board positions are never open at the same time.
Under state law, school board members must be registered voters, at least 18 years old, and have lived in the school district for at least one year. They cannot be a school employee, cannot reside in the same household as another school board member and must be able to read and write English.
Board members serve without compensation.  Board members attend at least two regular Board of Education meetings each month along with committee meetings and various school-related activities.  At the annual re-organizational meeting in July, the Board elects a president, vice-president and secretary.
Board members are kept informed about programs and activities in the district through weekly informational packets from the Superintendent and various other means. Board members receive extensive training through the district's own board development materials and through workshops sponsored by the New York State School Boards Association. Board members also take advantage of national organizations like the National School Boards Association to study topics of interest and need. 
The Board’s powers and duties are derived from the State Constitution, the laws of New York State, and rulings of the State Commissioner of Education. The Board’s four main areas of responsibility are to:
  • Establish all school district policies
  • Develop an annual budget for public approval
  • Approve or disapprove the Superintendent’s recommendations regarding personnel matters and the many contracts the district must negotiate 
  • Act as a two-way communication link between residents and the Superintendent.

Collectively, the Board of Education has the legal responsibility for the operation of the entire district. The Board establishes the policies under which the school district is operated and the Superintendent of Schools is responsible for administering the school program within the context of these policies.  In other words, the board oversees the education of students and is responsible for school district operations, but does not directly run the district’s day-to-day operations.
The Board encourages parents and residents who have a concern about school matters to try first to resolve the problem at the level most directly involved, which is usually the classroom teacher or the principal. If a satisfactory solution cannot be reached at this level, you can contact the department chairperson or director.  If there is no resolution at this level, you can contact the Superintendent of Schools, Dr. Roseanne Melucci.  A phone directory is available on the district website, as well as a webpage indicating the chain of command.
If the matter can only be resolved by a change in district policy or some other action of the Board of Education, residents are welcome to communicate their concerns to the Board by letter, phone call, or a statement under "Privilege of the Floor" at one of the Board’s meetings. Board members may also be contacted by email at: boe@eastrockawayschools.org.  Concerns registered directly to the Board as a whole or to an individual Board member will be discussed, as soon as is reasonably possible, with the Superintendent and entire Board for investigation, report, and/or resolution.

2011-2012

  The five member board of education is elected by the registered voters of the district. Our board members serve for three year terms without pay and are responsible under state law for establishing the policies governing the operation of East Rockaway Schools.

Regular meetings of the board of education are held monthly beginning at 7:30 p.m.. The board provides opportunity for the public to speak at each meeting during the community forum (7:30-8:00) and during privilege of the floor before the close of regular meetings. The public is encouraged to attend all regular meetings as listed below.

Work sessions of the board are held during each month. These sessions take place in the Superintendent's office. Pursuant to the New York State open meetings law, the public may observe work sessions of the board, except on those occasions when matters concerning personnel and particular matters of finance such as contract negotiations are scheduled for discussion. These areas are considered by the board in executive session. Residents who wish to attend work sessions are advised to call the Superintendent's office to verify time, date, and agenda.

We seek to be a self renewing, introspective educational system where knowledge, research and the needs of learners to drive the instructional process.

District Goals

1. To increase student achievement, as measured by the NYS standards, by a minimum of 6% by 2012.

2. To determine the level of effectiveness of the current code of conduct, policy and procedures by August 2012.

3. To determine the feasibility and instructional impact of restructuring the two elementary schools from two K-6 buildings into K-2 and 3-6 or K-3 and 4-6 buildings by spring 2012.

4. To complete the Board policies for the 1000 (Community Relations), 2000 (School Board Governance & Operations), 3000 (Administration), 4000 (Instruction) and 5000 (Student Policies) series by June 2012.

Standardized Test Dates

The Scholastic Aptitude Test (SAT I), the SAT II (formerly called Achievement Tests), and the Advanced Placement (AP) examinations are administered each year to high school students. The Preliminary Scholastic Aptitude Test (PSAT) and the National Merit Scholarship Qualifying Test (NMSQT) are combined in one instrument. The results of this test are used for college guidance and some scholarship applications. Detailed information is available from the high school guidance office at

SAT II Tests are scheduled for the same days on which there will be national administration of the Scholastic Aptitude Test (SAT I). Students will be able to take either the SAT I or the SAT II, but not both on the same date.
 
 

Another college admissions testing program, the ACT, has gained significant popularity in recent years. Accepted as an equal to the SAT by all major colleges, the ACT offers an alternative in format and content. Discuss the appropriateness of either test for your child with his/her counselor.

Kindergarten Registration

If your child will be five years old on or before December 1st, he/she may be
registered for our full-day kindergarten program. Registration will take place at
Centre Avenue School: March 19 - 23, 2012 and at
Rhame Avenue School: April 16 -April 20, 2012.

FAMILY EDUCATION RIGHTS

AND PRIVACY ACT The East Rockaway Union Free School District may provide limited student directory information to potential news and feature article publication sources unless a refusal of consent to release has been filed in writing by the parent, guardian or eligible student (age 18 or over) with respect to the distribution of any or all of the listed items of student directory information. Directory information includes: student's name, address and phone number, names of student's parents/guardians, date and place of birth, field of study, participation in recognized activities and sports, weight and height of members of athletic teams, dates and programs of attendance, awards and recognition's received, and home school district.

Under the Family Education Rights and Privacy Act of 1974, parents who do not desire release of any of the above information must make specific request in writing to the Superintendent of Schools. Failure to make such request shall be deemed consent to release, provide or publish the information during the school year.

School District Elections

In order to be a qualified voter in school district elections, you must be at least 18 years of age, a U.S. citizen, a resident of the district for 30 days prior to the election, and a registered voter in either the school district or national /state elections.

Absentee Ballots

Registered voters unable to vote in-person may request absentee ballots in advance. For additional registration information call 887-8300, ext. 553.

Emergency School Closing Information

In the event of an emergency school closing four radio stations and 1 cable station will normally be notified to broadcast the closing of schools. They are as follows:

East Rockaway will be closed only when specifically mentioned by name.

Delayed Opening
In the event that weather conditions warrant a delayed opening, all schools will open at 10:00 a.m. Please note: supervision of students will not be available before delayed starting times.
